Whampoa on terms to be settled hereafter. Furthermore if
Canton Government at once puts an end to the boycoth etc. as above His Majesty's Government will be prepared to give Canton Goverment de facto and de jure recognition in the area over which it actually exercises undisputed authority.
I would refer to my Secret despatch of 27th June
as regards recognition of regional Governments in China.
Similar proposal was telegraphed to China Committee
on the 23rd and 24th June after meeting at Shanghai
of heads and local managers of all øritish Concerns in
China and Hongkong with which members of the China Committee
in London are associated.
The success or failure of the Canton armies in
Hunan milk will largely influence the reception with which
such an announcement would be met at Canton. I believe
however that the present Canton Government would find
these counter-proposals very temptingand that considerable
benefit would be derived from them by British trade in
South China.

French Consul at nongkong with whom i have discussed
enquiry proposal is convinced that no enquiry could be
satisfactory at this date. Un the other hand he presses
considerable dangers and is strongly of opinion that request
should be refused. He has had long Chinese experience
and was formerly Consul at Canton.
